Texas is facing major new challenges that make developing innovative nonstructural solutions to water supply deficits that can be implemented relatively quickly a necessity. In addition to the challenges presented by escalating population and economic growth, Texas is encountering the climate extremes of severe droughts and floods as well as other developing challenges such as the listing of freshwater mussels under the federal Endangered Species Act. Water markets have been widely discussed but rarely pursued in Texas. “Water Markets for Texas” describes the opportunities that water markets present and sets out a roadmap for developing new Texas water markets.…….
